Non-Domestic Offices and Ports
Norton Lilly International operates an extensive agency network outside of the continental U.S. and Canada, covering the Caribbean, Central America, North and West Coasts of South America, Mexico, and the Pacific Islands.
Norton Lilly has been operating at the Panama Canal since 1925 and in Hawaii since 1980. In recent years, Norton Lilly has expanded opening offices in Puerto Rico, Barbados, the Dominican Republic, Trinidad, Venezuela, and Mexico, and we have opened our Guam and Saipan offices that cover the Western Pacific Islands.
In addition to owned offices, we manage a well-established network of partnership agents serving all other ports in the Caribbean basin, Central America, and the North and West Coast of South America. Our partner agents are fully vetted, and closely supervised by experienced staff from our Regional Operations Hub in Panama.

Panama Services
The Regional Operations Hub, based in Panama, provides several key functions including:
- First port of contact for Norton Lilly’s clients for port call and vessel requirements in the Caribbean, Central and South America, and Mexico
- Operational oversight of local offices, insuring the requirement of the Client and Master are fulfilled
- Oversight of systems input and timely reporting to clients
- Proactive pursuit of time and cost savings on behalf of our Principal
- Compliance of Principals Working Instruction
- Centralized Accounting handled through offices in Mobile, AL and Panama
- Full stevedoring coverage throughout the Caribbean, Central, and South America through our sister company, Norton Lilly Cargo Services (NLCS)

Norton Lilly has expanded rapidly in recent years, and to meet the needs of our customers, we have opened offices in Barbados, Trinidad, Venezuela, Mexico, the Dominican Republic, Guam and Saipan.
In addition to our owned offices, Norton Lilly has strategically placed Regional Operations Hubs in Panama and Guam, giving us the ability to swiftly and decisively respond to the needs of our customers. These regional hubs contain highly trained and experienced staff that vet, supervise, and support our network of partner agents.
Our customers expect and receive a high level of service for all their shipping needs. We are able to provide service across a wide variety of industries and vessel types. Regional experts ensure owners, operators and charterers that operations will be handled in an efficient, timely, and safe manner. We use the same state-of-the-art accounting and operational technologies for our international offices that Norton Lilly employs throughout its agency network.
We know that experience and reputation mean everything to our customers, and Norton Lilly International delivers. Overseas operations in Panama were established in 1925, and we currently represent approximately 15% of all commercial vessel operations in the Panama Canal. This makes us one of the largest agencies in Panama. The Panama Regional Operations Hub is key to the region, being the first point of contact for Norton Lilly and our partner’s, S5, clients making port calls in the Caribbean and Mexico, as well as Central and South America.
The Panama Regional Hub also oversees operational oversight of local offices, meeting the requirements of both Client and Master.
Our offices in Venezuela, Trinidad and Barbados have highly qualified staff in every aspect of the industry.
A Regional Operations Hub in Guam was opened in 2007 to meet the ever-increasing needs of our customers and the region. Strong partnerships have been built in the region, making Norton Lilly one of the regions strongest and most diversified agencies.
